password sequence

Hello,

I am trying to use OTP to give access to multiple people to a download page. Unfortunately, I’m finding that in a group of passwords, you can’t use #2, or #3 until you use #1.

Everyone who needs a password will get one but there’s no way to determine that they will all use them in sequence. Is there a way to activate all the passwords I create so that they can be used once regardless of which one gets used first?
