Pay after approval

Hi,

I’m working on a membership website where they want the users to first send in a request for a membership plan. Then an admin should approve/deny the user based on the information given in the registration. If the admin approves the user should be able to pay.
After the payment has been registered the user should get access to exclusive content on the site.

Is this possible?

As I understand it, right now the user needs to pay before approval (or at least is redirected to Paypal).
