This is not possible only with Profile Builder, but if you use Paid Member Subscriptions then you can achieve this.
This will give you the ability to add a Subscription Plans field when you go to Profile Builder -> Manage Fields. This field will let the user pay for a subscription not for the account, so the account is created regardless if the payment is successful or not. We do this so the user can login and retry payment.
It’s similar to what you described here: and afterwards they will be set as active users (automatically or manually). and it works using a subscription.
