payment keeps declining even on valid cards

Cannot get a payment to go through on the front end of the site. Re-generated transaction keys from Authorize.net, un-checked “save credit card info” setting, got a green check on the Remote Post in Woocommerce Status, tried 3 different credit cards, all valid and getting “Payment errors: This transaction has been declined.”
When I look in the WC > Orders section, it says “Pending Payment” under status and there’s a button with 3 dots under Actions that says “Processing” when I hover over it.
Checked with Authorize.net and they say the transaction comes through on their end.
