We are aware of this issue and it is going on for a bit longer than we had anticipated. For our 1.6.0 release, we believed we had the solution for this, but just before release we found out our fix was causing other issues, so we were not able to release it.
We are currently working on an alternative solution for this problem and are hoping to add it in the next release. Not sure when this will be, but I will add this thread to the bug ticket, so you will get a notification when we have a workaround or release available for you.
Just to confirm your issue is the same as the one I am describing, please let me know what country you are selling to. The issue we are working on is linked to the fact that some countries don’t have the postal code as a mandatory field and this causes the error.

it is very hard to give you an ETA on this matter since the release needs to be approved by WooCommerce and PayPal before it is released. I would expect the next release to be in around 2 weeks, but this could be sooner or later.
