As you can find that the Paypal buttons will be gone when receiving a validation error. The buttons will be back in place after refreshing the page and it is not user friendly.
I did try on a different WordPress version, the same problem arose.

I tried this on a vanilla site with WooCommerce, PayPal Checkout, and Storefront active, and I wasn’t able to recreate it. Here’s a screencast of how it went for me:
