This could be caused by a conflict in your theme or potentially any other plugins you may have activated.
How to test for conflicts
1. Temporarily switch your theme to the Storefront or TwentySeventeen theme.
2. Try to reproduce the problem:
If the problem is resolved, it is a theme conflict. If not, continue to the next step.
3. Temporarily deactivate all plugins except WooCommerce. You can do this manually or use a plugin to help (see below for tools).
4. Try to reproduce the problem again. If the problem is resolved, it is a plugin conflict. To figure out which plugin is causing the problem, continue to the next step.
5. Reactivate your other plugins one by one, testing after each, until you find the one causing conflict

Tools to help with troubleshooting
You can clone your site to a staging environment and perform tests without modifying your live site or impacting customers. Many hosts provide staging facilities, so it’s worth checking in with them. It’s also possible to do it using the free WP Staging plugin.

I am a bit concerned breaking my client’s website, so I won’t be able to do this I am afraid

I did a Live Preview of the “Fifteen” theme and was able to click on “Proceed to Paypal” button. Thank you for pointing me in the right direction.
It’s something wrong with the client’s theme, last time it was updated it was in 2016 and I feel it’s clashing with the current Woocommerce version

And, just for future reference, WP Staging usually needs a week or two to remove that message with a new release, but it’s still generally ok to use.
