First thing you might want to try is to see if you get the payment options when you log in using a sandbox account. If you see the payment options in that case, you should ask PayPal Merchant Technical Support to review your account and see if anything is wrong with it.
If this is not the case, you may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists. i have the same problem i disabled every thing but wooconmmerce and the pay pal and the button is not showing in the checkout page.
the massage is on the checkout page is
“There are no payment methods available. This may be an error on our side. Please contact us if you need any help placing your order.”
on the online tutorial it say i need to tick to enable the button but there is no tick box above the section for the button in the manage page.

It could also be that you created your checkout page with a page builder plugin that uses incorrect short codes. If you want to test that theory, please create a new page and only add the short code [woocommerce_checkout]. When you review this page, and you see the buttons appear, you know the page itself is the cause of the issue.

I have checked the test environment and found that I there are experiencing problems as well.
- the webhooks can not be loaded (what that means I do not know (yet).
- when the webhooks are loaded, the PayPal button also appears. However, when I click on the PayPal button to buy the product, the warning message appears “[RATE_LIMIT_REACHED] Too many requests. Blocked due to rate limiting.”
Do you know what this could mean and where the problem might be?

This error we have seen before and had our developers take a look at. The outcome is that we believe that this is not cause by the plugin, but on our PayPal server side, that has a policy Rate limiting guidelines. It might be the internet connection of the client like VPN, Proxy etc. or his server and/or like Cloudflare since we do not handle the traffic packages from the client server to PayPal.
To ensure maximum protection and site stability, PayPal constantly evaluate traffic as it surges and subsides to adjust their policies. If you or your customers receive the HTTP 429 Unprocessable Entity – RATE_LIMIT_REACHED status code, too many requests were sent, and that might indicate anomalous traffic, so PayPal rate limit to ensure site stability.
The best advice we can give you is to get in touch with PayPal Merchant Technical Support and ask them to review these Transactions to see what is causing this.
