Paypal Login/Billing Page Not Working

Hi Guys

I was wondering, i am having an issue where the paypal billing screen does not show, it only asks for login and to create an account. No option to pay with credit card.

I have followed your docs on your website and checked a few things, but it just does not allow for this.
