Sorry that you are having problems with the plugin redirecting, please follow this tutorial: http://wpplugin.org/documentation/contact-form-7-form-does-not-submit/ – it should fix the problem.

According to the link (https://wpplugin.org/documentation/contact-form-7-form-does-not-submit/) I have done the following & the issue is still apparent and not fixed:
Contact Form 7 form does not submit / redirect
Please follow this guide if you have a Contact Form 7 form that does not submit.
- Make sure that you are using the latest version of the plugin. – using version 2.6.2
- Make sure your server is running PHP 5.6+. You can use a free plugin like WP-ServerInfo to find your current PHP version. – using PHP Version : 7.0.7
- Go to the plugins settings page. Change the redirect method to “2” (See the screenshot below). – tried & does not correct the issue
- The following plugins can cause problems:
- Contact Form 7 – Success Page Redirects – not on site
- Contact Form 7 Redirection – not on site
- Contact Form 7 Captcha – not on site
- Contact Form Submissions – not on site
- CF7 Smart Grid Design Extension – not on site
