That looks like an issue with PayPal itself. You may want to try contacting them. The IPN and API information allows PayPal to send some information back to the site/do refunds via the site. These are actually not needed to just use PayPal. Even if the email address does not exist at PayPal it would still attempt to process and they would hold the money.

Yes may be. But I think that I´m not the only person with that problem thinking that paypal standard is used a lot.
I would try a default theme like twentyseventeen or storefront and remove all PayPal settings but email address as it is the only thing that is required then. This could help rule out if it was a setting/theme issue. I tested my own store and it currently works fine for me. However, that is in the US and does not mean there are issues not outside it.

I have woocommerce 3.4.2 .
I just called paypal and teh problem is not at their side. They say that it´s a woocommerce integration problem.

I can confirm that the error “Things don’t appear to be working at the moment. Please try again later.” is related to an issue with your PayPal account. Please make sure everything is set properly within your account and that you have a PayPal Business level account, which is required for PayPal Standard.

@gusray – I don’t see any issues in the logs you’ve provided; at any rate, they’re just the request logs sent to PayPal and don’t include the response. If a response isn’t logged it’s because the error is happening on the PayPal side and nothing is sent back to the store. Hopefully, PayPal can review logs from their side to see what the real error here is, but as Melinda mentioned, it’s usually an issue with your PayPal merchant account.
As @mtruitt mentioned it’s always a good idea to test this with a default theme and with just WooCommerce enabled.
