Pdf file protection

Hello

I have a problem. i have generate a pdf file and it is very important for the our user.i have put this pdf file in http://www.example.com/pdf1/example.pdf folder. i want to know that how to make protection of this pdf file.and i have also user .htaccess file and put it in same folder pdf1/

The pdf file have this code

RewriteEngine on
RewriteRule .* pdf1/pdfcheck.php

I want that when user completely fill up his information the page will go on pdf url i.e http://www.example.com/pdf1/example.pdf. if user does not fill up his information then it give an error to the user

please tell me about this how to make pdf protect
