Hummingbird’s Perfomrance Test uses PageSpeed API as well (and PageSpeed is based on Lighthouse) so if it doesn’t work (PageSpeed Insights and/or LIghthouse), Hummignbird’s Performance Test may not work as well.
But in general, it means there is some issue on site. To start with, make sure please that:
– site is fully accessible “from outside” (so it’s not e.g. behind HTTP auth – browser password)
– some “coming soon/maintenance mode” plugins, if enabled, return wrong HTTP headers which make site “appear” unavailable – so if any “coming soon/maintenance” mode is active, try disabling it
– if you are using some additional security tools – plugin or server level – that can possibly block access to site for certain requests/bots, see if you can disable it temporarily, just to check if test is running fine then
The site itself is loading in browser, right? Could you share a link to the site in question with us too, please?

If the issue occurs after activating the plugin, then I’m afraid there isn’t much we could check if you have removed the plugin.
At the moment the Google Page Speed scan is working for the website. If you are looking forward to further troubleshoot the issue then please do get back once you have enabled the Hummingbird plugin again, and if possible a full-page screenshot of the issue, so that we could have a better idea and check further if needed.
Since this is more of a site-specific issue we cannot say what exactly is causing the issue without replicating or seeing the issue live on our side.
