Permissions or Capabilities

I want to get PublishPress to handle my editorial workflow. The issue is I am confused between Permissions or Capabilities. they both appear to do the same kind of thing, allowing which WP role to access what features and what not. Can anyone help me diferrentiate between the two>

Thank you for your interest in our plugin.For basic understanding, PublishPress Capabilities is used to manage the access to the general level like pages, posts, post types and so on. Meanwhile, for PublishPress Permissions, you can restrict or give the access to more specific level. For example, Home Page, Post A, and others.
Could you share your editorial workflow? So, I can recommend more suitable plugin for you between the two.Hi

I would like to setup a system where anyone may submit a post which lands in Editors inbox for review, he may send back for edits or publish the post. I should have WP roles like Editor, Author, Subscriber etc. Editor, or Author or any other should not be involved in website setup (only Admis should work on website related plugins, pages etc)

You can use PublishPress Capabilities and give the role access to create post but not to publish. Therefore, the publish button will be replaced with “submit for review”.

In this stage, you can use PublishPress Planner to set up a notification to inform the Editor when a user submits a certain post. https://publishpress.com/knowledge-base/understanding-notification-workflow-screen/
You can also set up a notification to inform the author by sending back the notification for edits. -
