PHP API question

Hi,

I’m trying to make sense of the PHP-API in order to achieve the following:

1. determine, if the current user has given consent for a particular cookie
2. conditionally disable a content block on a certain page

The API explanation is a pretty ‘vanilla’ so to speak 😀
Could you kindly point me into the right direction?
I doubt that without already deeper knowledge, it is quite impossible to get started.
