This should not be a problem, I am also using shared hosting. Check your shared hosting C-panel, and look for PHP with ctrl+F combination in your browser. Try to find php version and just select the radial box to the bigger version. Now … see if all else fails, contact your host, if they are ass holes… well sorry, you will wait here for the rest of ethernity for answer. I am not familiar with this plugin, but normally this is how you solve this.
I am not sure where this error message is coming from. I checked the Link Library source code for parts of this error message and did not find anything. Are you sure that it is Link Library that is causing this? Did you try installing the WordPress Links Manager at the same time?
I do know that Link Library was supposed to be transitioned to the new WordPress translation model in the past week, so I wonder if that changes any of the stated requirements for a plugin.

Thanks, both of you. Borislav, I wish I could upgrade the PHP version, but the hosting company hasn’t prepared any greater versions but a CGI mode.
Yannick, this happens when I try to activate the Link Library plugin. The URL of the alert above is /wp-admin/plugins.php?action=activate&plugin=link-library%2Flink-library.php&plugin_status=inactive&paged=1&s&_wpnonce=f851089a79.
Having said that, I’m not sure this issue is specific to the plugin alone since there have been similar issues with other plugins such as Add From Server. Like my case, it seems to have happened very recently (and I have no idea how it was [resolved]).

I found out that using the Add From Server plugin had prevented me from activating ALL THE OTHER plugins. So, the Link Library plugin has nothing to do with this issue.
