Picture Upload for User doesnt work

    I can not upload any pictures to users profils. Neighter profile picture not banner picture. Normal posts pictures work good.
    What can I do? It looks like folder/server problems. Do I need to change folder rights? In which one should this avatar and banner pictures be stored?
