The situation you are describing is actually the intended behavior, however, the “Place Order” button should disappear and the PayPal button should be displayed instead. I would think that something is blocking the PayPal button from appearing on your page. You may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.

I think I might have missed something: you might be using an unsupported currency. Can you see if this starts working after you adjust the currency to a supported currency?
