Please, Please, PLease

Hello, how can we move the conditional fail message closer to the Submit button. Currently the fail message is at top of form which some users never see when clicking a Submit button (typically bottom of form)? Some users then simply consider the form broken. It does not make sense the way it currently is? Thank you
