plug-in for making plugins??

Did someone made… Or does anyone knows a plugins for making WordPress plugins? Or is there any generator or software online?

I know php but WordPress is in my eye so messy and unlogical… My way of thinking is different and beside that I’m lazy.

Making the menu with functions, then the page and table functions and with 2k lines of codes.. Then the help with functions… And a form for post data.

There must me a plugin available that I can use for making plugins right? I mean, just fill some information, names, write help file and create almost visually a new plugin, like page builders.

Anyone??? Or I need to find a programmer for that.
