Plug-in level setting

    Is it possible to define on certain plugins that they will be loaded only on pages in the white list, without setting it on the posts but on the plugin itself that it will only load on a certain page.

    No. The plugins are disabled/enabled by URL. So you would disable them with a plugin filter or on the page/post edit screen.
