Plug-in tutorial

I’m looking for a plugin tutorial that could teach me how to create standalone form and save/retrieve it to/from database.

Unfortunately there is no book, tutorial available on the planet. All tutorials/books teaches just how to modify wordpress content.

WordPress seems to be most poor when it comes to learning resources.
