What do you mean “there is no save action”?

Be aware that there is no “order” to BP groups, so arranging them vertically in a flat list doesn’t change anything. Also, arranging them in a tree won’t work unless you have BP Group Hierarchy installed as well, since BuddyPress doesn’t store parent groups without it.
