[Plugin: BP Multi Network] Activate at Network or Site level

The installation instructions for this plugin state:
4-Activate BuddyPress on your sub network.
5- Repeat steps 2-4 for each sub network.

In a Multi Network installation should the plugin be activated at the Network Admin level, at the site level or both?
