I don’t understand what you mean by the “upgrade settings” option. If you see an “upgrade settings” message you should click that, that’s not optional. After successfully completing a settings upgrade you should be able to change your settings. Just note that settings are on a per site basis, even on a multisite setup. Also, how are you determining that the settings are not being saved?

When i click save it reverts back to the default options as if I never entered anything.

On the bottom of that page there will be something named “Development Version” that’s the one you want.

Note that that the multisite settings are meaningless on the top level site, is this what you are experiencing?
