Plugin Button Not on Admin Page

I uploaded the new version hoping that it would give me the option to use plugins, however, there still isn’t any page or button for plugins on my admin site anywhere. The only thing listed in ‘Tools’ is the PressThis and Bookmarklet. My php through my host is 5.6, so I really don’t know what the problem is. My side tool bar is shorter than all the other ones shown in the diagrams. Is there a way to fix this? It’s making me very frustrated. I would appreciate some helpful advice. Thank you.
