I am having problems. As a admin I am able to insert a image link into a comment. Regular users are not able too. They see the preview of the image, get a blank when they hit go.

Yes i can confirm that, but it is not a bug – img tag is not added to allowed tags in comments, so it is filtered by WordPress. Admin can do that because it is trusted user so their messages aren’t filtered by WP.
Probably today it will be update of CKEditor plugin so we remove image button from Basic Toolbar in comments.
