Plugin CSS file not loading on Client Website

    Hi, my client informed me today that there are weird display issues happening with the comments. See here for an example. The thumbs up and down icons are huge, etc.

    I turned on debugging and found there was this php error. Line 357 specified says this.

    It cannot load the CSS file for some reason. Any idea as to why this is happening?
    I cleared the cache, turned off any optimization plugins, etc. Nothing sofar.
