[Plugin: Custom Post Template] Where is the wordpress Plugin Directory?

I’m no developer, so bare with me.
But where’s the wordpress plugin directory?

I looked for it through my wordpress blog, but couldn’t find the link to it anywhere.

I found ww.wp.xz.cn plugin directory, but it’s an entirely different site.
