The “other notes” is not working

Thanks for pointing this out.
On the previous template of WordPress, the “other notes” were available in which the “CONFIGURATIONS & TEMPLATING” article was added. But later on, WordPress updated its template and remove the “other notes” tab and the documentation was added on the same page.
However, thanks for pointing this out we will remove the broken link to prevent any confusion.

just to create “simple_job_board” folder on my child theme directory and copy the files I want?
“single-jobpost.php” is the files that show the job the user select from the main jobs page? it going to the root? like
“my-theme-folder/simple_job_board/single-jobpost.php”?

Yes, this is the way but before you proceed we want to let you know that this way is depreciated after SJB 2.9.0.
Please add the v1 and v2 folders in your template directory. For further details please check this article.
Moreover, you can find your currently selected theme layout under “Theme Options” by navigating from WP admin to “Job Board” > “Settings” > “Appearance”,

Yes, the files can be overridden. To prevent situations like that we would suggest you please create a child theme of your currently activated theme and then add SJB templates in your child theme.
