Plugin does not see all the 'localizable' plugins

Hi,
I am using the theme with several theme-specific plugin, all of them have ‘language’ folder. However on the ‘localization’ page I can edit files only few of them (screenshot http://c2n.me/iiT3tx.png )
How could I localize missing plugins?
