Plugin doesn’t prevent access to 404 page

The plugin works great for pages that exist, but doesn’t affect pages that don’t — which won’t be a problem for most people, but affects my client’s faith in the plugin. Specifically: visiting a page that doesn’t (yet) exist returns the theme’s 404 page; it should return the plugin’s “coming soon” (or maintenance) page.
