Plugin doesnt work

So I am having a really weird behavior of the plugin. I cannot fully enable or disable it. If I open it from incognito, I always see the maintenance image. The only difference is if I disable it, then without accurate credentials, I can unlock it. Can you please help me understand how this is possible? And how can I delete this plugin from my app

Yes but I have turned off the plugin. plus in the right hand side there is a locket. you can press login with input fields and let you in.
the lcoket only works when the plugin is on. But I dont want maintenece mode anymore at all. Do you have any idea how I can turn it off?
