Plugin doesn’t work in WordPress 4.9

Since installing this plugin, when I hover the tabs on the left of WordPress Dashboard, there is no subtab appears. also, the plugin doesnot work.

Have you tried to disable plugins one by one (with enabled Author Chat) to see which one cause that problem? Do you have some plugin that is responsible for rearranging places of dashboard menu boxes?
