plugin editor 404 not found

    IIS7+PHP+Mysql+wordpress
    I got everything working fine except when using the plugin editor and clicking on update file even without making any changes receive http 404 not found (internet explorer cannot display the web page http://www.xxxx.com/wp/wp-admin/plugin-editor.php) in IIS7 i did give IIS_user all read write rights..
    any suggestion will be greatly appreciated..

    here is the error message
