Plugin encountered errors! It cannot load

After move plugin from one server to another. It were disabled because and now it shows this message

The Custom Content Type Manager plugin encountered errors! It cannot load!
Cant create folder uploads/2013/12. Does this folder has permission for write!

I have give the right permission for all directories on wordpress. Tried 777 too, but it still shows problem.

How to have this ERROR fixed.
