[Plugin: Exec-PHP] New User can't exec despite "exec_php" capability turned on

    I created a new admin user. It cannot access the settings and even though “exec_php” capability is turned on for it and the WYSIWYG editor is turned off, php code is stripped out whenever an article is updated/posted.
