Make it possible to install a plugin from an upload directory where the plug-in ZIP file is uploaded.

Not exactly, but you can use the uploader to upload a zip from your desktop

https://codex.ww.wp.xz.cn/Plugins_Add_New_Screen#Upload_Tab

So just visit the location of the zip on your browser to download, and then use that tab to upload.
