Plugin is obsolete can we remove it from plugins?

Hi is there any way we can submit a removal request for a particular plugin?

Basically a company set up a plugin about 2 years ago..but it is obsolete, url’s are not working, no support, in fact it only has around 4 downloads total over 2 years.

The name of the plugin is actually the name of our company and we are looking to launch our own plugin with the same name.

Can we submit a removal request? if so where?
