[Plugin: Jquery Validation For Contact Form 7] Validate Drop Down Fields

Is there a way with this plugin in validate certain drop down fields. For example, my client can only provide services to about half of the states in the US. Instead of not listing the un-servicable states, they are interested in having a notification that they cannot perform services in that state.

Can this plug in do something of that matter?
