Plugin manager doesn't work

Hello,

I bought plugin manager and wrote the password who me sended. When I went to Plugin manager section, “Current role does not have enough permissions to manage Plugins section.” is wrote.
I’m administrator and I was already logout and i’m login again.
Do I need to do something?
