Can you please check if the cartflows_ca_update_order_status_action cron is listed in cron list.
You can use the wp-crontrol plugin to check the cron list.

Also, check that your SMTP plugin is working correctly and you are able to send the test email.

Apologies here I have looked into this further and can see through the SMTP that the emails are being sent.
I also realized when I was testing that I was logged in as admin which I had the emails turned off for.
