Plugin not appears frontend and backend

Good day! When PO enabled that plugin https://ww.wp.xz.cn/plugins/yandexkassa/ not appears in frontend and backend. The most interesting is that in PO i set “Selective Admin Plugin Loading” to off. And checked twice that plugin active in global plugins.
