Plugin not found in the plugins directory

Hi, this is not a plugin specific problem, I encountered it yesterday too for another popular free plugin, but I did not find where to report it, so trying here maybe you guys can raise it to the appropriate WP developers.

Trying to find the plugin either in the WP Admin Add Plugin screen:

This plugin is not displayed in any of the results in these pages.
