Allow me to offer more explanations on how things are working since there might have been a slight misunderstanding:
1. When the plugin is set to be hidden from the Plugins list, it will be hidden for everyone, including yourself, and therefore avoiding the possibility of an unwanted deactivation/deletion by another site administrator.
However, your user can still access the plugin from the left-side menu on your site so you can still have full control over it.
2. The other feature which you have referenced “Who can change the plugin settings?” will restrict other admins (if set to “Only me”) to access the plugin logs and settings. So, even in cases where the plugin is not hidden from the Plugins page, other admins on the site will not have access to the plugin logs or settings.

Maybe changing the setting description may help to avoid misunderstanding.
By default all installed plugins are listed in the plugins page. Set this option to Yes remove WP Activity Log from the list of installed plugins for users who are unable to access the WP Activity Log settings.
(so I guessed it talks to “Who can change the plugin settings?”)
