plugin not working

    i have installed the plugin added the api from the R+L account and test it with sandbox mode but not working nothing calculate on the cart also i have enable the debug mode but nothing happend i have set the all settings in the shipping like given in the screen shots in the plugin can you please help me in this case its very urgent
