Yes, I am able to submit comments on our test site running WP 3.1 and the NuCaptcha WordPress Plugin 1.0.8395.
The behavior you’re seeing on the comment form captcha is by design. The NuCaptcha remains hidden until a user attempts to submit a comment.
So, just to confirm: everything is working for you now?
