    It looks like Express Checkout must be the only gateway you have enabled on your site. When that’s the case the Proceed to Checkout buttons does indeed get overridden by the PayPal button so that the WooCommerce checkout page gets skipped.

    If you don’t want this you have a few options. You could enable any other payment gateway to go along with Express. You could also set the Express Checkout settings so that it gets included in the general list of payment gateways on the checkout page. You could also set the Express Checkout settings to use a custom image and set it to an image that uses the same type of button your theme does originally.
