Since yesterday noon time GMT+2 none of the plugin configuration pages is available. all are timing out!

This is a cloudflare specific error, please see here for a guide on what to do: https://www.namehero.com/blog/how-to-fix-cloudflare-error-523-origin-is-unreachable.

I would try solution 5 first – disable railgun as this is the most likely cause.
