[Plugin: Portable phpMyAdmin] Update Frequency Disclaimer

I am trying to fix some errors which I can’t reproduce locally or on my servers, by committing incremental updates at a high frequency rate. Please provide as much feedback as possible. Once all errors are fixed, I’ll reduce the updates.
